The 19th Sergeant Major of the Marine Corps, Sgt. Maj. Troy E. Black reads Maj. Gen. David A. Ottignon’s appointment to Lieutenant General and assumption of the office of Deputy Commandant for Manpower and Reserve Affairs (M&RA) at Marine Barracks Washington, Washington D.C., Aug. 4 2020.
